Azerbaijan cannot purchase U.S. military hardware

In response to Congressional concerns first raised by House Foreign Affairs Committee Ranking Democrat Howard Berman (D-CA), the State Department has removed Azerbaijan from a list of countries eligible to purchase U.S. military hardware which could be used by the Aliyev regime in its ongoing attacks against Armenia and Nagorno Karabakh, reported the Armenian National Committee of America (ANCA.)

"This decision by Secretary Clinton is in the best interests of the Armenian people and for peace in the region," said Rep. Berman, upon receiving the modified formal notification from the State Department late on June 27th.

"We would like to thank Rep. Berman for taking immediate action to block this proposed arms sale, particularly given the Aliyev regime's recent attacks against Armenia and Nagorno Karabakh that coincided with Secretary Clinton's visit to the Caucasus," stated ANCA Government Affairs Director Kate Nahapetian. "Military equipment sales to Azerbaijan only serve to arm and embolden a belligerent Azerbaijani government, whose threats and acts of aggression undermine the Karabakh peace process and stability in the region overall."

In a May 29th letter to Secretary Clinton, Rep. Berman referenced announcements of a sale of military hardware which would be used in conjunction with Azerbaijan's military helicopter fleet for "border surveillance and 'police-type' activities." In addition to possible attacks against Armenia, Rep. Berman expressed concern about the "message that such a sale would send to the regional parties, both in terms of perceived U.S. even-handedness and in terms of our seriousness about persuading Baku to cease its bellicose rhetoric and agree to Minsk Group co-chair demands that it remove its snipers from the 'line of contact' in the Nagorno-Karabakh region."

The ANCA expressed its opposition to the sale as part of a seven-point memo sent to Congressional offices and the White House immediately after the June 4 - 6 Azerbaijani attacks against Armenia and Karabakh that left some 10 soldiers dead. "The Obama Administration should suspend all military aid to Azerbaijan, and stop the sale or transfer to Baku of any military equipment or dual-use items (including the proposed sale of advanced helicopter-based surveillance equipment - DDTC 12-002)," explained Nahapetian in the memo.

Sen. Robert Menendez (D-NJ) subsequently raised concerns about this proposed military hardware sale during Senate Foreign Relations Committee consideration of the nomination of Richard Morningstar for U.S. Ambassador Azerbaijan.

In his questions to Morningstar, Sen. Menendez called specific attention to recent cross-border attacks by Azerbaijan against Armenia, threats by President Aliyev that "Armenians will live in fear," and the assertion that "Our [Azerbaijan's] main enemies are Armenians of the world." Menendez continued, asking "do you think, based upon those types of statements, that the proposed sales of military hardware to be used in conjunction with Azerbaijan's military helicopter fleet is really in the national interest of the United States?"

Morningstar argued, in part, that "There are increasing tensions with respect to other neighbors, in particular with Iran. And we have to provide, I think, security assistance, possibly military assistance in ways that cannot be used to exacerbate any situation with respect to Armenia or Nagorno Karabakh." Menendez was quick to respond, reminding Morningstar that "I didn't hear President Aliyev say ?My main enemy or security concern is Iran,' he said that, ?Our main enemies are the Armenians of the world.' [. . .] I have a real problem with going ahead and selling military hardware to the Azerbaijanis based upon what has happened."

I really believe it?s bad advice to recommend that companies fire their social media consultants, experts and agencies only to bring everything internal. While ?everyone? is on Facebook, social media is no longer a land of tinkerers, it?s a land of consumers. If you fill a room of potential brand ambassadors you harvest from your own ranks, I guarantee that only 1% to 10% of those people are active participants and the rest are passive, sometimes participants, most of whom are lurkers.?And when people bring up?Zappos?as the corporate exemplar, I always remind them that Zappos is exceptional and that?s why they?re the only company anyone can think of who does it as well internally. Plus, Zappos is a died-in-the-wool customer-service-centric company with an aggressive visionary founder. Someone who has completely rebuilt itself to over-serve its communities. Kudos, but seriously a truly exceptional example.

Only the largest companies have in-house counsel ? their own corporate lawyers. Very few small or medium-sized companies maintain their own in-house accountants, designers, publicists, reputation and crisis managers, or marketers ? some don?t even have their own dedicated sales teams.

And this is becoming more and more the reality of modern business ? and it started in the 90s. Why incur internal staff bloating when you can keep your staff limited to core expertise and services in focus, outsourcing everything else to professional service firms ? vendors? ?Specialist vendors, like doctors or lawyers or management consultants, are generally staffed by people who are not only trained and experienced but also have the benefit of being able to load-balance and mind-share across the experience of multiple clients.

The best vendors, like the best docs and lawyers, keep rigorously up-to-date in the state of the art with a single-minded incentive to keep up and even lead the way. (Personally, I have over 15-years experience in consulting and the only way a consultant ever gets a job ? and keeps it ? is by being just a little smarter, more curious, quicker, and more confident than the client ? and since this is rarely completely true, most consultants worth their salt work really hard ? and spend many hours ? being and staying a top expert in the field.

For most companies, one would generally need to rehire everyone in a company to make certain they?re died-in-the-wool social media passion players with exceptional communications, empathy, and writing skills. Most folks just want to have and keep a job and livelihood in the career they trained for.

To me, Zappos is the unicorn of social media-brought-internal success stories. So many companies that appear to have their own internal social media teams ? or even say that they do ? actually have leaned very heavily on all the agencies I have owned and worked for.

In my not-so-humble experience, it?s na?ve to believe that the ?team sport? model works when it comes to sharing the social media brand ambassador load internally. It always lands on one person?s shoulders. Having an agency or dedicated expert to facilitate action and follow-through is the best way. Too many of the team members in most companies ?don?t get social media? and quite a few ?think it?s a waste of time.? Happens every time.

While these folks might be hot-and-heavy at first, very few if any of them will be able to keep up their excitement over time, especially if they?re OBE ? overcome by events. The moment work (or personal life) picks up and gets busy, will the social media responsibilities suffer?? How much respect for the importance and power of social media do your employees really have? If any of them consider social media monitoring, engagement, and outreach to be either a secondary task or ?beneath them,? then the writing?s on the wall.? The honeymoon period with cool and the continuity of outreach and the quickness of the response might suffer. Blog posts, tweets, and page posts will descend to periodically and then to Ghost Town.

I don?t understand all these experts who actually believe that companies even have an interest ? or the passion (or even the time) ? to take social media in-house, especially if they only hire one community manager or director of social media. One?s not enough. The social mediasphere is enormous, incessant, 24/7/365,? and 80% listening which demands crisis management experience to boot.

And when it comes to the argument that social media teams really need to be bona fide corporate employees, it really doesn?t jibe with modern American business. Companies use agencies all the time to represent them. An agency just needs to connect, communicate, and work together with their client consistently, directly, and over time. One can easily weave consultants and agencies into companies.

It happens all the time with lawyers, accountants, counsel, board members, etc. These are independent entities that are very much woven into the fiber of the company even if they don?t have a key card, company health insurance, and a 401k. Getting a key card and a company logo polo aren?t a panacea ? these things don?t confer magical powers of connectedness and corporate memory.

That employees are more authentic is a false premise ? this is 2012, a distributed world where outsourcing and? offshoring are more common and accepted than they have ever been in history.

Nokia 808 PureView (Unlocked)


The Nokia 808 PureView ($699 list) is an engineering exercise and a collector's item. It's also a near-total failure as a modern smartphone. It packs an amazing 41-megapixel camera sensor, but thanks to an exceedingly long development time, the 808 PureView runs the archaic Symbian OS instead of Windows Phone like all current Nokia devices. Worse, some of the preloaded apps don't even work correctly. Nokia hasn't given an exact date for the 808 PureView's arrival in the U.S., and if you're wondering why you'd want this cell phone, you don't. It's way too expensive and is compromised for American consumers.

Design and Display
The 808 PureView?not to be confused with?the Kanye West album,?808s & Heartbreak, or the 808 kick drum you hear on Beastie Boys and Run D.M.C. records?is an odd beast. It's slightly bulky and misshapen, measuring 4.9 by 2.4 by 0.6 inches (HWD) and weighing a hefty six ounces. It's not actually 0.6 inches thick all the way through, though, as there's a very prominent bump around the camera lens. The PureView 808 is closer to half an inch thick otherwise, which is still more than most in this era of super-thin smartphones. But there's a 41-megapixel camera in there, so we'll give it a break.

As always, Nokia has a fine touch with hardware design. The 808 PureView feels very well made, with quality plastics, a Corning Gorilla Glass front panel, and button housings that seem laser-cut in their precision. The phone turns on and off almost instantly with the little Power button on the bottom right of the front panel. A slider switch handles unlocking the screen faster than any other phone I've tested recently. You get a top-mounted micro HDMI port and a dedicated Camera button as well. Nokia also packs in a microUSB charger, a data cable, a wired stereo headset, and a wrist strap in the box.

Gorilla glass aside, the 4-inch, 640-by-360-pixel capacitive AMOLED touch screen is old news. Fonts look pixelated, and you can't see much of desktop Web pages, but at least it's bright and colorful, with deep blacks. Touch response is uneven; during testing the phone lagged finger swipes by about half a second, which made navigation tricky. There's an accelerometer, but it constantly jumped around even when we were holding the handset perfectly level in landscape mode. Typing was incredibly frustrating as a result, although the keys are roomy enough. In portrait mode it was much tougher to type accurately. It seems like a software issue; there's no problem typing quickly on the iPhone and numerous Android phones with 3.5-inch screens in portrait mode; 4 inches should be plenty.

Connectivity and Voice Calls
The PureView 808 is a quad-band EDGE (850/900/1800/1900 MHz) and five-band HSPA+ 14.4 (850/900/1700/1900/2100 MHz) device with 802.11b/g/n Wi-Fi. We had no problem connecting to a WPA2-encrypted network in our testing lab. The 808 is a true world phone, and one that can run at 14.4 speeds on both AT&T and T-Mobile here in the U.S., as well as overseas. Unfortunately, there's no 4G support of any kind, which is a tough con to swallow at $700. Since it's unlocked, you'll need to provide your own SIM card. This is the major reason why the PureView 808 costs so much, though many unlocked, high-end Android smartphones with dual-core processors and much better screens cost $500 or less.

Voice calls sounded good when they worked. Unfortunately, that wasn't often. Even with five solid AT&T signal bars in the middle of Manhattan, most dial attempts ended in "Connection Error" dialogs. Then, mysteriously, a third or fourth try would go through, and the call would stay connected. Voice quality in the earpiece sounded fine, and mostly midrange, but with plenty of gain. Transmissions through the microphone were exceptionally full and clear, almost like a corded phone. Noise cancellation is also good; we heard very little street noise through the earpiece in a voicemail test, and there was certainly plenty going on at the time.

Calls through a?Jawbone Era?Bluetooth headset ($129, 4.5 stars)?sounded clear. Voice dialing over Bluetooth was hopeless, though; we couldn't get the 808 PureView to recognize any of our commands. The speakerphone sounded well balanced, but too low for use outdoors even at maximum volume. Nokia rates the phone at 11 hours of talk time in 2G mode and 6.5 hours in 3G; we're still running battery tests and will update this review as soon as we have results.

OS, Apps, and Multimedia
Underneath the hood, there's a 1.3GHz ARM 11 single-core processor, 512MB RAM, and 16GB of onboard storage that you can expand to 48GB by installing up to a 32GB microSD card underneath the battery. My 32GB SanDisk card worked fine, although pulling the battery to swap cards is never fun.

Unfortunately, the phone runs Symbian, which dates back an entire decade. Nokia has abandoned the OS in favor of Windows Phone. The 808 PureView has Symbian because the company has been developing the phone for several years, and had started well before deciding to throw in with Microsoft. All things considered, Nokia has done a decent job of modernizing Symbian. At least superficially, it looks like an Android phone, with four customizable home screens you can swipe between. You tap icons to run programs, and you can install third-party apps, although there aren't that many, at least for us here in the U.S.

Alas, there is some good stuff in here: Quickoffice lets you open and edit Word and Excel files; Shazam hears music playing in the room and identifies it for you; Angry Birds and Asphalt 6 demos are colorful and play smoothly. Interestingly, the 808 PureView includes Nokia Rich Recording, which lets the phone record audio at up to 140dB, which is roughly the volume of a jet engine while you're standing 10 feet away from it. That's great for, say, recording concerts, but please don't try the jet engine thing at home.

Otherwise, it's just too difficult to get just about anything done unless you're already intimately familiar with Symbian?and very patient. Menus beget submenus, which beget dialog boxes, which beget error messages. The browser is a disaster; aside from the blocky, tiny fonts and stubborn screen response, the browser gets hung up on commonly used elements and can take a minute or more to deliver an HTML page.

Worse, many things don't even work at all. Nokia Music goes to a defunct Ovi Store, which then puts up a screen telling you a new store is on the way. The IM client is impossible to configure, as it asks for a CWA Server URL and a Network Connection type, and not, say, whether you use AIM or Google Talk. Nokia Recommends suggests a few random music albums, but then directs you to Nokia Music, which is down. Nokia Drive actually starts Nokia Maps, which does work and delivers voice-enabled, turn-by-turn GPS navigation, although it looks dated.

There's a standard-size 3.5mm headphone jack on top that works with the bundled wired earbuds as well as any aftermarket headphones you may want to use. Music tracks sounded clear and punchy through Plantronics BackBeat Go Bluetooth headphones ($99.99, 4 stars). The music player displays albums in a jukebox-style format you can swipe back and forth. For video, the 808 PureView had no problem playing back all of our test files, including DivX, Xvid, MP4, H.264, AVI, and WMV at resolutions up to 1080p, though obviously the low-resolution screen is a limiting factor in terms of sharpness.

Some MacBook Pro Retina screens may have ghosting issue

Some of?Apple's new MacBook Pros with the?Retina display may be seeing?ghosting images?appearing on the screen.

The issue has been noticed and commented on by those on Apple's community forums, on?YouTube?(see below),?as well as by long-time Mac pros. Among them is Lloyd Chambers, whose Mac Performance Guide website for pro photographers and "performance addicts," showed a photo of the ghosting problem.

"A latent image 'burns in'?to the deskop when a window is left on screen," wrote Chambers on his website. "This has now happened repeatedly.

"The problem occurs in as little as 20 minutes; close the window and the desktop is left with a latent image; a ghost image of whatever text or graphic was in the window left on screen."

Msnbc.com has contacted Apple for comment; we will update this post if we hear back. Individual users, sharing their stories on the company's support site, have said that when they've notified Apple, or taken their laptops into Apple stores, new laptops have been ordered for them as replacements. The reason for the problem has not yet been explained.

But the issue is frustrating, especially as the new laptop's starting price is $2,199. The Retina display, which has an?unprecedented 2880-by-1800 pixels, has received generally rave reviews.

Different users are seeing the problem in different areas of the display. "Aut0maticdan" wrote on Apple's support site:

Hey, those of you having this issue, I'd love to know what part of the screen your burn-in occurs.

I was messing with it last night and the mark goes from the bottom to about an inch above the bottom of the screen.? Its about two inches wide above the F8, F9, F10 keys. ...?I didn't notice it until I changed my desktop background to be a solid color, but its also noticeable in apps like Aperture.

Samsung Galaxy S III sales expected to total 10 million by July

Korea's golden goose is on track to drop its 10 millionth Galaxy S III by July, according to Samsung mobile head Shin Jong-kyun. The expectation comes despite limited supply, fueled by a component shortage at the smartphone giant. Regardless of this notable shortcoming, Samsung has wasted no time getting its latest handset to market, and expects to deliver the 4.8-inch Galaxy to some 300 carriers in 147 countries by the end of next month, including all of the major UK carriers, along with AT&T, Sprint, T-Mobile and Verizon in the US. Following the African Diaspora Marketplace IIheld on June 22-23 in Washington, D.C., Western Union and USAID will host an online press conference on Tuesday June 26.

Around 40 entrepreneurs will compete for an investment of up to US$70,000 in their business at the African Diaspora Marketplace (ADM)II ? ? ? ? (http://www.diasporamarketplace.org). The marketplace competition showcases promising and innovative ideas for businesses that can create employment and strengthen trade in emerging markets in sub-Saharan Africa. The program also supports U.S.-based African diaspora members in giving back to their home communities.

The ADM II is a collaboration of the United States Agency for International Development (USAID), the Western Union Company and the Western Union Foundation. It is one of the few public-private initiatives to harness the knowledge and resources of U.S.-based African diaspora and other entrepreneurs to address poverty through small-medium sized business (SMEs). Winners receive up to US$50,000 in matching grants and/or technical assistance valued at up to US$20,000 (US$70,000 total investment per awardee).

The ADM II is jointly funded by USAID, the Western Union Company, and the Western Union Foundation. Science: It's a Girl Thing (and Apparently Serious)!


A new film, published by the European Commission and designed to promote women in scientific and research fields, describes science as a "girl thing."

It combines generic pics of beakers and words like "hydrogen" with pictures of rail-thin models wearing designer sunglasses. There's also a lot of pink.

Check it out below. Somewhat amazingly, it's not a spoof:

Needless to say, the video went viral, but its lipstick-style logo, techno soundtrack and other touches struck some critics as "offensive" and "insulting."

Some users were so surprised by the video that an EC spokesman was forced to deny it was a joke, insisting that the group "doesn't really do irony."

Others observed that the "dream jobs" section of the campaign's website didn't offer any suggestions, instead inviting readers to "come back soon."

Will they, based on what they've seen here? Quite unclear.

The video was just one of a series of films, some of which are more straightforward and can be viewed at the Science Girl Thing's YouTube account.

Florida State baseball player suspended after arrest

OMAHA, Neb. ? Florida State freshman John Holland has been suspending indefinitely after being arrested here on Monday.

Holland, 19 and his brother, Steven Holland, 23, were released from jail on Tuesday morning and paid a $50 fine for damaging property. The two were arrested Monday afternoon after changing the price tag on a pair of Nike Dri Fit shorts to one from a clearance pair of shorts at Scheels, a sporting goods store.

City Prosecutor Marty Conboy said the price difference was $12.01.

Both spent the night in jail because of their lack of ties to the community, Conboy said. After each posted $350 in bail, they plead guilty to damaging property and paid the fine.

"The young man in question, John Holland, made a serious error in judgment," said FSU coach Mike Martin in a statement. "Due to a violation of team rules, he has been suspended indefinitely. The university will have no further comment on the situation."

A Florida State official told the Sentinel that Holland can no longer stay in the team hotel or travel or practice with the team.

Holland was 1-for-6 with two RBI in the Seminoles' two games here. He has appeared in 41 games this season and posted a .243 batting average.

Florida State (49-16) faces UCLA (48-15) in an elimination game today at 8 p.m.
