UN faces major obstacles if Assad falls from power

UNITED NATIONS (AP) ? Senior officials looking into the role the U.N. could play in Syria if Bashar Assad falls from power face major obstacles, including a bitter division among world powers and the absence of an opposition leader.

A team of senior U.N. officials led by Deputy Secretary-General Jan Eliasson is consulting on the Syrian crisis and studying contingencies, and one possible model might be Afghanistan.

After the ouster of the Taliban by U.S.-led forces in 2001, the U.N. moved quickly to fill the political vacuum, convening world leaders and prominent Afghans in Bonn, Germany, to consider the country's future.

Participants adopted an accord on Dec. 5, 2001, spelling out arrangements for an interim government. The U.N. Security Council swiftly endorsed the power-sharing agreement, and on Dec. 20, 2001, it unanimously authorized a multinational force to assist the new government with security.

Emile Hokayem, a Middle East analyst at the London-based International Institute for Strategic Studies, said that in the case of Afghanistan the major powers were united, making for an easier initial transition.

"In the case of Syria, the great powers are fighting," he said. So "U.N. action is not going to be easy."

Since the Syrian conflict began in March 2011, the U.N. Security Council's veto-wielding permanent members have been split.

Russia, the Assad government's most powerful ally, and China have vetoed three Security Council resolutions backed by the U.S., Britain and France targeting the regime's bloody crackdown. The first two resolutions would have condemned Syrian attacks on peaceful protesters but the most recent resolution went further, threatening sanctions if Assad didn't immediately withdraw heavy weapons from populated areas.

The only thing the five permanent members united to support is the six-point peace plan brokered by Kofi Annan, the U.N.-Arab League envoy, which called for a cease-fire in August and Syrian-led political talks to end the conflict and "meet the aspirations of the Syrian people."

But despite pledges by the government and opposition to implement the plan, a cease-fire never happened, and fighting continued to escalate to a point where the conflict was recently declared a civil war. For many diplomats and military experts, Annan's plan is all but dead.

If Assad were to fall, it's unclear whether the major powers could unite again at a Bonn-style summit to set a roadmap for Syria.

For the United Nations, which deals with the governments of its 193 member states, the immediate question if Assad fell would be who ? or what political group ? replaces him.

In the case of Syria, there is a divided opposition outside the country and disparate groups of young fighters inside the country, some aligned to the Free Syrian Army.

Attempts to unify the opposition and agree on a leader have repeatedly failed. Participants at a meeting of opposition groups in Cairo earlier this month did agree on fundamental principles for a post-Assad Syria and a general outline to guide the opposition through a transitional period ? but scuffles and fistfights during the session and a walkout by a Syrian Kurdish group visibly demonstrated the opposition's disarray.

Andrew Tabler, a senior fellow and Syria expert at the Washington Institute for Near East Policy, said even if Assad departs he doesn't think protesters will leave the streets and the Free Syrian Army will stop fighting because they want the entire regime to go.

"So what would happen is you're likely to have a contraction of the regime, controlling some parts of Syrian territory, and the opposition controlling parts ? like the Balkans," he said.

In the Balkans in the 1990s, the U.N. established safe havens but Tabler said they couldn't defend themselves, so that option would likely not work.

If Assad left, the Security Council could authorize a U.N. peacekeeping force to go into Syria, which would normally take several months to deploy in the field.

But council members would likely be wary, and want to ensure there was a peace to keep ? especially after the 300-strong U.N. observer force sent to monitor Annan's peace plan was forced to suspend most operations because of the escalating violence. It has been given a final 30-day mandate to its mission, leaving the door open for a possible extension if the government stops using heavy weapons and there is a significant reduction in violence.

"The idea of a U.N. peacekeeping force could reduce the spread of sectarian fighting," the IISS' Hokayem said. But "I don't see any readiness to approve any troops."

After the third double veto by Russia and China on July 19, U.S. Ambassador Susan Rice said the United States and others "will have no choice but to look to partnerships and actions outside of this council to protect the Syrian people."

The Washington Institute's Tabler said he envisioned "a coalition of the willing" coming from the Friends of Syria political group, which wants to see a democratic government in Syria, being key in post-Assad decisions.

Hokayem said he suspects Syria's immediate and regional neighbors like Turkey, Saudi Arabia, Iraq and Jordan will be more relevant than the U.N. in a post-Assad Syria ? but they might look to the U.N. to support their actions.

After U.S.-led forces ousted Saddam Hussein from power in Iraq in April 2003, the deeply divided Security Council, which had refused to authorize the U.S.-led invasion, did give its backing to a multinational security force in the country in October 2003.

If a coalition of willing nations, most likely from the Muslim world, went into Syria immediately after Assad's departure, it might also overcome the current divisions and eventually get Security Council approval.

Dodgers lose 2nd straight since Hanley trade

ST. LOUIS (AP) - Thus far, Hanley Ramirez hasn't helped the Los Angeles Dodgers gain any wins.

St. Louis had a season-high 18 hits, including three apiece from David Freese and Matt Carpenter, and beat the Dodgers for the second straight game since the Ramirez trade, 7-4 Thursday.

"He definitely makes their lineup that much tougher," Jake Westbrook said. "So, it's good to get a couple wins with him in there It says a lot about our team, how we came back after losing the first one and winning three straight."

Obtained a day earlier from Miami, Ramirez started at third base and batted fifth for the second straight game. He had an infield hit, two walks and a steal, and grounded into a double play. St. Louis fell behind 4-2 by allowing four runs in the fifth and then scored four in the bottom half. Allen Craig and Tony Cruz each had two hits and an RBI for the Cardinals, who entered six games back in the NL Central.

All week, manager Mike Matheny said he didn't care about the standings. Only about the way the Cardinals played.

Freese left the game with cramping in his right calf for a pinch hitter in the sixth, an inning after getting a bit of medical attention following a two-run single for the go-ahead hit. He was 11 for 20 on the homestand.

Matt Kemp had an infield hit and was 2 for 16 with seven strikeouts and no RBIs in the series. Manager Don Mattingly believed it was simply a matter of tough matchups for his No. 3 hitter.

Though he faced Jake Westbrook for the first time, Kemp is 2 for 17 against Adam Wainwright and 4 for 17 against Kyle Lohse, but with a homer and five RBIs.

"Well, I mean there's other guys in the lineup," Dodgers manager Don Mattinglly said. "Obviously, you like your chances better if Matt's going 8 for 16 with five homers or something, but Matt's going to have his troubles."

Westbrook (9-8) allowed four runs - three earned - and seven hits in seven inning with six strikeouts. The right-hander, who pitched at least seven innings for the third straight start, responded from the Dodgers' four-run fifth, allowing a hit and walk his last two innings.

"I felt really I only made one bad pitch, but it kind of snowballed on me there quick," Westbrook said. "I was able to settle down and our offense came right back."

Mitchell Boggs allowed a hit in the eighth to give him 14 2-3 consecutive scoreless innings, a season best for the team and Jason Motte struck out the side against three pinch hitters in the ninth for his 22nd save in 26 chances.

In his last nine appearances Motte hasn't allowed a run with seven saves, 12 strikeouts and no walks in 10 1-3 innings.

"When these guys are hitting, which we all know they can do, and our pitchers are going out there and executing our pitches, this what we're capable of doing," Motte said. "It's fun to watch."

Chris Capuano (10-6) gave up six runs and 11 hits in 4 1-3 innings, dropping to 0-4 with a 7.90 ERA at 7-year-old Busch Stadium. He gave up two hits the first three innings but retired only three of his last 12 batters.

"Coming out in the fifth I was trying to tell myself `Hey, this is a big inning here, try to shut them down,"' Capuano said. "Especially after we scored for that runs. I just for whatever reason got a little sloppy with my location."

Given a 2-0 lead, Westbrook had thrown 11 consecutive scoreless innings and had struck out four in a row before the Dodgers opened the fifth with four singles in five pitches, taking the lead on RBI hits by Juan Rivera and Cruz.

A third run scored on Matt Treanor's infield hit when second baseman Daniel Descalso relayed to third after cutting off the ball, and Freese made an error with wild throw to the plate in an attempt to catch Rivera.

Capuano contributed his third RBI of the year with a sacrifice fly that made it 4-2 with two outs.

St. Louis went ahead in the bottom half on Freese's hit and RBI singles by Craig and Luis Cruz. Holliday homered to straightaway center off Javy Guerra in the sixth.

Busy-Dad-E: Fatherhood Uncensored: New Artwork


I have new artwork for my office!

This is an original Mom-E.

The boys love to draw pictures for my office, and I treasure their artwork. ?In fact, they've provided me with so much that one of my walls resembles this scene from "A Beautiful Mind."


But until now, I didn't have any original works from Mom-E for my office.

The other day, she and several of the other moms from Big Brother's Cub Scout den went to one of those "Paint and Pint" events. ?When she brought her canvas home, she said, "The only problem is I'm not sure where we should put it."

"Can I have it for my office?" ?"Sure!" ?"I love it!"

Ta-da.

Now we just need a name for the painting.

ACTUAL CASE HISTORY: Alex had been employed in the Information Technology ("I.T.") department of a large insurance company for 20 years. At 54 years of age, he was looking forward to retirement in just a few years. His wife, Barbara, had recently retired as a school teacher in a private school, and the two looked forward to traveling and spending more time with their grandchildren. Alex was just 11 months away from being able to retire with full pension and, more important to Alex and Barbara, his employer's Retiree Medical Plan, which provided for lifetime medical coverage at minimal expense. Barbara had no such plan at her school, and Alex had serious kidney problems that suggested he would face large medical bills in the future.

Unfortunately, Alex was chosen to be among about two hundred employees being let go as part of the company's outsourcing of its I.T.

functions to a company in Pakistan. Alex knew that his being selected for downsizing was nothing personal against him, as the entire department was being disbanded as part of a company-wide move to lower payroll costs. It just seemed to come at the worst possible time. Alex immediately asked his Human Resources representative if there was any way that he might get the retiree medical benefits. Her answer was as swift as it seemed certain: "No, I'm sorry, there's absolutely nothing at all that can be done." He and Barbara consulted our firm from their home state of Iowa to see if we might be able to help.

What Alex needed and surely deserved is most often called a "bridge to retirement," that is, some mechanism - any mechanism - to get him from "non-qualified" to "qualified" status for full retiree treatment.

We see this problem with considerable frequency.

After reviewing with Alex and Barbara all of the relevant facts, events and circumstances, we sent them on a search for more information. What they learned held the key to negotiating to get Alex the full retiree benefits he and Barbara sought. First, they learned that two senior executives (one an executive vice president, one a senior vice president) had received their own "bridges to retirement" during the last year. Second, they learned that a few of Alex's colleagues were being kept on board by the company, but re-assigned to different departments. Most importantly, Alex learned it was growing more likely that the company in Pakistan that was to take over his employer's I.T. functions might not be ready to do so for another six months.

We assisted Alex in preparing an email letter to his employer's Chief Operating Officer, outlining Alex's arguments that he should receive the benefits of full retirement status. His letter focused on three topics: (a) the company needed at least some I.T. professionals to stay on longer than originally estimated; (b) the company needed at least some I.T. professionals to continue working, but assigned to different departments, and (c) the company obviously recognized the concept and the fairness of providing a "bridge to retirement" to those who had given long-term and faithful service, as demonstrated in how they treated the "higher up's."

Though it took a few weeks to get the response, Alex did receive notification that his departure date would be later than originally thought, in fact 12 months later, giving him precisely what he needed. He and Barbara were surprised how relatively easy it seemed to achieve their "bridge to retirement" goals, after what had just weeks earlier seemed like a hopeless, lost cause. We weren't surprised, because we have many times helped clients negotiate their own "bridges to retirement." Our experiences in negotiating "bridges to retirement" have led us to conclude that the most difficult aspect of doing so is simply counteracting Human Resources' insistence that it's not possible, and convincing our client that it is. While achieving bridging to retirement is not always easy, with so much at stake, it's shameful not to try.

LESSON TO LEARN: If, just before you are scheduled to achieve full vesting in a company pension, or earning retiree medical benefits, or some other significant employee benefit - you are fired, downsized or laid off, don't presume you're out of luck and without recourse. To the contrary, there is every good chance that you can negotiate to receive what, otherwise, you were scheduled to soon receive. By requesting the accommodation of a "bridge to retirement," and supporting that request in one of the following twelve (12) ways, you can often achieve what you've been told is not possible. And, bear in mind too, that in making a request for a "bridge to retirement" you have nothing to lose and everything to gain.

WHAT YOU CAN DO: Over the years we've found the following twelve (12) steps and measures to be particularly helpful in gaining "bridge to retirement" for our clients:

1. Are All Calculations Correct? When faced with "bridge to retirement" issues, the first thing we consider is "What are the correct numbers?" You might find it hard to believe, but we've seen mistakes made in figuring out how many years the employee worked for the employer, mistakes made in how old the employee actually is, and mistakes made in adding the two together. While such arithmetic is at par with the lessons learned in third grade, that doesn't preclude errors. More complicated calculations regarding years of service, final or average compensation, and the like are common, too. You can't even assume that calculations made by a computer are correct, because the numbers input into the computer may, themselves, be in error.

2. What Does the Plan Say About Calculations? Our second step in analysis is to review the wording of the retirement or pension Plan itself. We carefully review Plan provisions to determine precisely how many days, weeks, months or years are needed to "cross the bridge." More than once we've found that Human Resources and our clients have both miscalculated.

For example, a Retirement Plan may provide that an employee receives "credit" for a year's employment only if he or she worked from January 1 through December 31 of that calendar year. Alternatively, a Retirement Plan may provide that a full year's "credit" is fully earned so long as the employee was employed for 180 days in the calendar year. And it is possible, too, that a Retirement Plan may provide that an employee has to work only 1000 hours to earn a year's credit toward retirement. Be careful in your reading, and just as careful in your arithmetic.

3. Does the "Plan," Itself, Provide for Bridging? Some pension and retirement plans have express provisions regarding who, in what circumstances, and when employees are eligible for bridging. The most common Plan provisions we see provide that, if an employee is within two (2) years of attaining full retirement status, bridging of some kind will be provided. Other plans provide that, for example, if your age and your years of service together add up to a certain number, such as 65 or 75, then bridging will be permitted. Reading pension and retirement plans may be boring, but reading them can provide a lifetime of financial security, too. Review your Plan carefully, and then read it carefully, again. Incidentally, most Plans don't use the word bridging, so don't look for it; instead, the concept is spelled out in words such as "permitted accommodations," "flexibility in calculation," or "thinning out" of final employment.

4. Does the Company have a Policy or Practice of Bridging? It's a good idea to inquire among your colleagues - especially those who have retired already - to determine what your company may have done for others in your circumstances, that is, possibly in need of bridging. Arguments for your being granted bridging are especially persuasive if you've discovered that bridging has been granted to members of senior management. We've found that one of the strongest arguments for "bridging" is that the Company has done it for others, and so should do it for you.

5. Have You Been Assured that You Would Be "Kept On Board" to Retirement (or Vesting)? It's not uncommon for people to start worrying about full vesting in retirement or pension years before they are at the "doorstep of transition." If you've previously been told "Not to worry," or "Don't fret... you're safe," or things of that nature, you may have a convincing argument that you've remained with the company in reliance upon those assurances, and so have earned the right to either remain employed over the full period necessary to vest, or to bridging so as to be treated that way. In fact, we always counsel those in the 47 to 52 age range to consider making inquiries on this very subject - preferably in email - to gain exactly this kind of leverage for use in later years, should the need arise.

6. Is the Timing of Your Departure Immovable; If so, Why? One thing you will never see "written in stone" in a retirement or pension Plan is the exact date by which you must officially no longer be an employee. The determination of your last date of employment is always a matter of your employer's discretion. By simply postponing your final date of departure, you can often achieve your goal - full vesting in retirement or pension. So if you receive notice of your position being eliminated as of December 31, and your vesting does not take place until May 15, don't be shy about asking to remain the necessary four-and-one half months. If told that this is not possible, always ask "Why not?" More than once our clients have asked that very same question, and then been told, "Now that you ask, I guess we could consider that."

7. Might a Different Job be Available? Even if your job is being shipped overseas, or your entire department is being closed down, each on a certain, immovable date, might your skills be transferable and utilized by a different department of your company, even if it's just for a few weeks or months? In this way, you may find that extra time to get you bridged, not by a bridging accommodation, but by simply working for your salary and benefits, and the added time and credits to achieve that "big benefit" that may otherwise be scheduled to soon vest.

8. Remember that Retiree "Treatment" does Not Require Retiree "Status." Don't get confused between the words "treatment" and "status." Said differently, you may be given the "treatment" given to those who qualify for full retirement benefits even though you have not attained the "status" of full retiree. By "treatment," we mean that you are getting the benefits of a fully vested person. By "status," we mean you are, in actuality, a fully vested person. It is not necessary to be a fully vested person in order to be treated like one. (As an analogy, even if I am not, in reality, a king, I can still ask to be treated like one, at least for a day.) Human Resources representatives are fond of confusing these two concepts and, in the process, convincing employees that "you cannot be treated like a fully vested person if you are not a fully vested person." That's exactly the reason behind asking for a "bridge": to have you receive full vesting or retirement "treatment" even though, technically, you don't qualify for the "status." Keep the two different notions in mind, and clearly apart.

9. Might Your Job Loss - Just Months Short of Vesting - Be the Result of Intentional "Targeting?" One issue to carefully consider is whether you may have been chosen to be fired, downsized or laid off for the very purpose of denying you your pension or retirement rights. It is sometimes troubling to consider how many people are treated in just this very way. While such conduct by employers violates both Federal and State laws, the enormous savings achieved by reducing the number of people who will achieve full retirement and pension is so great as to tempt many employers. If you think that this might be the case, don't be afraid to raise the issue, and if necessary, seek a consultation with an experienced employment law attorney.

10. Consider an Appeal to Basic Fairness, Especially "At The Top." Even if you are faced with a Plan that does not permit "bridging," and even if bridging has never been granted to other employees before, and even if you've never been assured that you would remain on the job until retirement, you can always fall back on the concept of simple, basic, fundamental fairness to request that a "bridge to retirement" be provided to you. Every single retirement or pension Plan I've ever reviewed contains a provision (usually to be found at the very back of the Plan) that provides the Plan Administrator, or the Compensation Committee with flexibility in exercising their duties. These are usually worded to grant the Plan Administrator or the Compensation Committee "the right to make such modifications in application of the terms and provisions of the Plan as, in their sole discretion, they find necessary or appropriate under the circumstances." This is the closest thing you'll ever find to an open invitation to make a heartfelt request, based upon your own unique life circumstances, to be treated as a special case. For example, if you gave twenty-nine years of service to your employer, but missed vesting in full retirement because of a mere paperwork glitch, your bringing this to the attention of the Plan Administrator might very well get you the small "bridge" you may need.

11. Consider, Too, Using What We Call the "Doctrine of Cash Equivalents." In negotiating for certain workplace benefits such as pension "bridges," we are at times faced with an abject refusal to deviate from the terms and provisions of a benefit "Plan." It is sometimes presented to us that "The Plan does not allow that, and we just don't deviate from the Plan." In these instances, we come right back with the most effective response: "Well, surely there is no reason that you can't make up the loss to our client in some other way... especially by paying her, in "cash" an amount equivalent to her losses." Given that "will," this is the easiest "way" to get to the same place a "bridge" would take us.

12. Finally, Remember that in Workplace Negotiating "Email is Your Faithful Friend." One thing to always bear in mind about workplace negotiating is that using email to communicate is to your advantage. First, it is "forever." That is, it is nearly impossible to delete or lose an email; no matter what someone does, an email trail always exists. Second, people often feel "unguarded" when writing emails, or responding to them, and so are more open, honest and frank in email correspondence. Third, they are so very easily transmitted, printed and stored. Remember that, in contrast, what you say using your lips can be easily heard wrong, denied, forgotten, mischaracterized, or misplaced. Whatever you do in connection with negotiating a "bridge to retirement," do it in email.

Having a forecasted 1 million players in only one country, netball is among the most sought after social sport. That does not mean, however, that this sport is only for ladies; approximately 20 years mixed netball is currently available in many countries. The recreation activity is truly a refreshing modification from the more normally played basketball and soccer games and also supplies a welcome challenge to individuals searching for a distinct athletic experience.

So what is netball? It is an activity played by two groups each comprising seven team members. Contrary to basketball where dribbling is required, netball is far more aimed at throwing and catching. Goals must be obtained by throwing a ball in a ring placed in a post that is 3.05 metres or 10 feet within a defined area.

Social netball started around 1900, because of the women in England who wanted to play basketball, which was then recently invented by Canadian immigrant James Naismith. The initial version of the game played by women then included utilizing wet paper bags for the baskets, while broomsticks were utilized to function as the posts. The recreation sport was played on grass, not inside an indoor place. The recreation game turned out to be tricky to play, however, because girls were typically attired in clothing with long skirts and nipped waists plus they donned button-up shoes, making running in an area covered with grass difficult. The long leg-of-mutton sleeves their garments had furthermore hindered them from dribbling plus making successful passes. It had become only realistic for the girls to begin looking at ways to make the team sport easier for them.

After the first set of rules was identified in the year 1901, several nations began adopting the game in addition to creating their unique ways of playing it. The sport soon reached countries in the Oceania before 1901 and was identified as Women?s Basketball before the title was replaced with netball in the 2 countries in 1970.

During August of 1970s, the All Australia Women?s Basketball Association was established. The initial official National Championships was held a year later. Several countries competed internationally the first time in the year 1938 opposing other countries in the world ? Australia won the contest, beating New Zealand 40-11.

The first World Tournament for netball occurred in the early 60s. Consequently, the tournament is held every 4 years. The World Championship title is achieved by a single country 9 times out of a dozen. Their most notable win would definitely be against their neighboring country by 4 points during the World Netball Championship games in 2007.

Social netball is now a very prominent athletic activity for boys, females, and youngsters alike. This game offers players with an enjoyable in addition to challenging approach to exercise the mind including the body, socialise with other players and sport fanatics, and start a feeling of community among the playing population. Local sports centres can cater to anyone trying to become a member of a team to get started in playing the well-loved sports activity.

Ball games have their interesting origins. The same as social netball, other games begun from a single principle until adjustments were done. These adjustments make each game diverse from one another.

A Simon Fraser University fish-population statistician, working in collaboration with non-government organization scientists, has uncovered evidence of a potentially deadly virus in a freshwater sport fish in B.C.

SFU professor Rick Routledge and Stan Proboszcz, a fisheries biologist at the Watershed Watch Salmon Society, have found evidence of the piscine reovirus (PRV) in cutthroat trout caught in Cultus Lake, in the Fraser Valley region of B.C.

Tests conducted by, Fred Kibenge, a virology professor at the Atlantic Veterinary College in Prince Edward Island, found evidence of the virus in 13 of 15 sampled fish. Follow-up analyses further confirmed the virus's presence in these fish and identified their genetic sequencing as 99 per cent identical to Norwegian strains.

The virus has been scientifically linked to heart and skeletal muscle inflammation (HSMI), a disease that has reportedly become widespread in Norwegian salmon farms and can kill up to 20 per cent of infected fish.

Routledge believes this first ever discovery of PRV in a B.C. freshwater sport fish indicates the virus could be prevalent in B.C.

Many Canadian scientists and interest groups are concerned that B.C. salmon farms pose a serious risk to wild Pacific salmon. Scientists in other countries have specifically raised concerns about the spread of PRV from farms to wild salmon.

"If PRV has been found in a Cultus Lake sport fish it could be contributing to the failure of the lake's sockeye population to return in abundance," says Routledge.

He notes the federal government-mandated Committee on the Status of Endangered Wildlife in Canada has listed the species as endangered.

"The discovery of PRV in Cultus Lake's cutthroat trout also begs the question is it in other related species in the lake, such as rainbow trout, kokanee and Dolly Varden? This latest discovery could also mean that salmon and trout in any lake exposed to spawning salmon returning from the North Pacific must be considered at risk of infection."

Earlier this year, SFU honorary degree recipient Alexandra Morton, an independent biologist who collaborates on fish research with Routledge, reported that lab tests had found PRV in Atlantic salmon sold in B.C. supermarkets.

PRV is the second virus commonly associated with salmon farming that scientists say they have found in wild Pacific salmon and trout. Last fall, Routledge and Morton reported positive test results for the infectious salmon anaemia virus (ISAv) in sockeye salmon smolts.

Scientists testifying at the Cohen Commission Inquiry a federally commissioned investigation of the Fraser River's declining sockeye population have brought forth highly contested evidence of ISAv in other wild salmon populations, including Cultus Lake sockeye. The inquiry is scheduled to release its findings this fall.

"We discovered during the Cohen inquiry that pathogens are a major concern for B.C.'s salmon," says Craig Orr, executive director of Watershed Watch and an SFU graduate. "Our findings suggest we need to broaden our thinking and concerns for freshwater fish as well."

"There are many examples of devastating impacts of introduced pathogens in human, mammal and marine populations," adds Routledge.

"When small pox was introduced to North America it decimated the aboriginal population, which had not had any previous opportunity to build up a natural immunity to the disease. The potential for this to happen to B.C.'s highly valued Pacific salmon and trout populations must be taken seriously."

PRV is the second virus commonly associated with salmon farming that scientists say they have found in wild Pacific salmon and trout. Last fall, Routledge and Morton reported positive test results for the infectious salmon anaemia virus (ISAv) in sockeye salmon smolts.

Scientists testifying at the Cohen Commission Inquiry a federally commissioned investigation of the Fraser River's declining sockeye population have brought forth highly contested evidence of ISAv in other wild salmon populations, including Cultus Lake sockeye. The inquiry is scheduled to release its findings this fall.

"We discovered during the Cohen inquiry that pathogens are a major concern for B.C.'s salmon," says Craig Orr, executive director of Watershed Watch and an SFU graduate. "Our findings suggest we need to broaden our thinking and concerns for freshwater fish as well."

"There are many examples of devastating impacts of introduced pathogens in human, mammal and marine populations," adds Routledge.

"When small pox was introduced to North America it decimated the aboriginal population, which had not had any previous opportunity to build up a natural immunity to the disease. The potential for this to happen to B.C.'s highly valued Pacific salmon and trout populations must be taken seriously."

Elusive snow leopards collared for science

Scientists have outfitted two snow leopards in a wild corner of Afghanistan with satellite-tracking collars, a first for the country and a boon for researchers trying to better understand the habits and favored habitats of the endangered cats.

The snow leopards, both male, were captured in Afghanistan's northeastern Wakhan Corridor, a narrow strip of desolate, windswept mountains sandwiched between Pakistan and Tajikistan, and a spot where camera traps first snapped the elusive cats in 2011.

The first snow leopard was captured and released on May 27, the second on June 8.

Researchers weighed and measured the animals, took DNA samples and fitted them with satellite collars before sending them on their way.

In the intervening weeks, the first cat has traveled more than 78 miles and the second cat has traveled more than 95 miles, according to a statement from the Wildlife Conservation Society, one of the main participants in the field work.

A film crew from Nat Geo WILD was on hand to document the research, for a film that is slated to air in December.

Snow leopards make their homes in the harsh, rugged mountain regions of 12 Asian nations, yet despite their wide range and impressive survival skills, the spotted cats' numbers are dwindling. The species has declined by as much as 20 percent in the last 16 years, and only 3,000 to 7,500 individuals remain in the wild, according to population estimates.

Officials with the WCS lauded the recent capture and tracking of the Afghan snow leopards as a milestone in the fight to save the big cats.

"The information garnered from the tagging will assist researchers as they learn more about the range, behavior, movements and habitat used by snow leopards," Peter Zahler, WCS's deputy director of Asia Programs, said in a statement.

That information will be shared with the Afghan government and local communities to design protected areas and improve conservation strategies in the country, he said.

The announcement comes on the heels of other encouraging snow leopard news from Mongolia. For the first time ever, researchers uncovered a snow leopard den in that country, and caught a mother and two tiny snow leopard cubs on video.

Distributed Publishing Opportunity #1: Blogging ? Law Firm Web ...

Over the next couple of weeks I?m going to get into the specifics of four different tactics of taking publishing beyond the firm website. ?As discussed last week, publishing in a variety of online locations can benefit both content distribution and search engine exposure, but it?s important to find the right fit for each lawyer. In today?s post, we?ll take a closer look at the benefits of blogging.

Blogging may seem kind of old school these days, but underestimating its importance would be a mistake.? In many cases, it remains the dominant tool for lawyers to drive their personal profile; with?notable examples in almost every major market, these personal and professional online journals have?developed a reputation for being a bit of a celebrity maker.

As a platform, we should admire blogging for its marketing flexibility. You can never write enough blog posts; nor is there an ?overkill? level by posting too much commentary. Blogging also puts lawyers in the captain?s chair, driving their own publication. This position ? the Editor in Chief, if you will ? is important!? It?s important because this is a trusted role, and whether firms treat it that way (or abuse it) really says something about the firm.

Once we add in the interface tools for today?s major social networks, blogging remains no less relevant to exposing lawyer commentary. In fact, I would argue that the value of ?a good blog? may be even greater now than it was five years ago. Why? More engagement.? Search and blog-to-blog engagement haven?t disappeared, and now we?ve added shares, likes, RTs and +1?s.? Blogs aren?t as personal as they once were, but they are still an incredibly powerful publishing vehicle, providing a strong ?home base? for commentary, regardless of orientation (business or personal) or authorship (individual or practice group).

Blogs also help increase resonation with current and prospective clients, and deliver amazing publishing depth to a subject?s coverage, giving this tool very strong SEO credentials. And while I don?t recommend blogging purely for search rankings, this topical depth is rarely matched on any other form of web commentary. This is what I often call having a ?wide digital footprint?. And honestly, this depth of coverage and its ability to connect readers with the right information ? that?s where the teamwork of blogs and SEO truly hits it out of the park!

Personal?blog commentary can also be used for crafting an image of expertise, networking, and increased?exposure. Blogging is the best tool for rapid expansion of a lawyer?s web presence. Regular posts will? position a blogging lawyer for mainstream media quotes, more speaking opportunities, and referral network expansion.

Although finding a niche blog topic has become more difficult in recent years, there are still plenty of opportunities to go around.

So to summarize, here?s what I see as the major benefits of blogging in 2012:

  • Demonstrated expertise;
  • A driver of key industry relationships;
  • Increased media exposure and requests for speaking engagements
  • More spin-off writing & publishing opportunities (i.e., blog posts republished as magazine articles);
  • A dominant presence in the search engines; and
  • Behind-the-scenes exchanges with other experts, which increases one?s exposure to an?industry?s leading strategies & tactics.

As a first step in expanding your firm?s content distribution network, this is a good one, but also one that requires a long-term commitment: writing new posts and responding to comments takes time, and so does reading and participating on other blogs. Starting a blog is not a decision to be taken lightly, but when approached with care and dedication, blogging can be a major boon to your profile-building efforts.
